The Potawatomi Business Development Corporation (PBDC) was established in 2002 as the economic development and income diversification business of
the Forest County Potawatomi Community (FCPC). Headquartered in Milwaukee, Wisconsin, our subsidiary companies and investments provide financial diversification for our shareholders and investment partners. We grow with a clear focus on profitability and sustainable economic development.

To generate wealth and improve the quality of life for the Tribe by making strategic investments, acquisitions and prudent asset management decisions. Resources generated by PBDC and its holdings will help DIVERSIFY the tribal economy that supports Forest County Potawatomi’s tribal government and helps improve the lives of tribal members. Thomas J. Devine, CEO

As CEO, Mr. Devine's primary goals include improving and sustaining the profitability of the PBDC family of companies. Known for his expertise in executive management, Federal contracting, business development, business brokerage and corporate sales, the skills Mr. Devine considers most valuable are evaluating client needs, building collaborative teams, and drawing the full potential from individuals and opportunities. Tom served as a US Marine from 1984-1990 and holds an active top secret security clearance.

James J. Monnat , CFO

Jim is an accomplished senior executive with extensive and diverse corporate financing experience, having successfully raised over $2 billion in debt and equity capital through registered public and private market transactions in a corporate treasury role over the past 30 years. He has significant hands on experience in both managing qualified plan trust assets and plan operational and compliance issues. Jim has participated in approximately 40 different merger and acquisition transactions in both the role of acquirer and seller. 

Stephanie P. Omdoll, Director of Communications

As Director of PBDC's Communications Office, Ms. Omdoll is responsible for high-level marketing, public relations, tribal relations and community relations for PBDC and its subsidiary companies. With nearly two decades of communications experience, she also aids the PBDC Executive Management Team in effectively interfacing with subsidiary companies and their employees, Forest County Potawatomi Tribal leadership, Tribal members and community organizations. Ms. Omdoll serves on the board of directors for the Avenues West Association, Menomonee Valley Partners and Near West Side Partners. She holds a Bachelor of Science in Sociology from the University of Wisconsin - LaCrosse. 

Meg Haizlip, Director of Human Resources 

As Director of Human Resources, Ms. Haizlip is responsible for commercial and federal Human Resource Management policies and procedures for PBDC and its subsidiary companies. She coordinates Human Resource strategies with all pertinent internal stakeholders. Ms. Haizlip has over 25 years of experience managing geographically dispersed workforces in as many as 16 states, simultaneously. She holds a Professional in Human Resources certification.

Since its inception ten years ago, the Potawatomi Business Development Corporation has become one of the most successful tribally-owned business development corporations in the country.
